Foreign manufacturers wanting to keep exporting into China must register with the General Administration of Central Customs (GACC) before January 1, 2022 under Decree 248 and adhere to new food safety measures under Decree 249. Animal feed is not involved in the new legislation.
The motivation behind and details on China’s complicated new regulations for foreign food manufacturers are still as of yet unclarified. Of the products detailed in the decree, dry beans are the only pulses mentioned.
The lack of detailed information and subsequent confusion mean that trade disruptions are probable. The US has responded to the decree asking for clarification and calling into question some of the decisions but no response has yet been received by the Chinese authorities.
Self-registration ends on October 31, 2021 after which companies must register according to article 8 of Decree 248 on www.singlewindow.cn
